MANMOHAN SINGH|PAK TERROR|WIKILEAKS ON 26/11|WIKILEAKS ON INDIA-PAK RELATIONS|WILLIAM BURNS|PM MANMOHAN SINGH 'SLEEPLESS NIGHTS'

In the summer of 2009, Indian Prime Minister Manmohan Singh, newly victorious in the Lok Sabha elections, was quoted as telling US Under Secretary William Burns that "he did not sleep well at night" knowing that intelligence information "demonstrated that the threat of terror attacks after Mumbai was far from over."

A cable sent from the US embassy in Delhi to brief Washington about the June 11, 2009 Singh-Burns meeting, and accessed by WikiLeaks, also quotes the Indian PM as making clear that while he was committed to meeting Pakistan "more than halfway" and "not afraid of talks," India needed assurances that Pakistan would not be a base for terror directed against India.

"He cautioned if he as Prime Minister was talking peace while Pakistani territory was being used to plan and conduct terror attacks against India, then 'he would look ridiculous' in front of the Indian people," Charge d'affaires Peter Burleigh said in the cable.

Other WikiLeaks cables accessed by NDTV show that in the same month that Manmohan Singh met Burns, US Secretary of State Hillary Clinton had warned Pakistan about intelligence inputs indicating advanced Lashkar e Taiba plans to launch more terror attacks in India.

Manmohan Singh was due to meet Pakistan President Asif Ali Zardari in Russia a few days after his meeting with Burns, but demurred when asked by Burns for an assessment of the Pakistani leadership. But Burleigh's cable quotes him as saying that "India was worried about the growing influence of the Taliban in Pakistan...Singh observed there was a 'duality of thought processes' in Pakistan and particularly in the military. There were some who clearly regarded the Taliban and Lashkar-e-Toiba (LeT) as strategic assets."

The 31-year-old king of Bhutan, an Oxford-educated bachelor crowned in the remote Himalayan country in 2008, set up another royal wedding on Friday by announcing his engagement.

Jigme Khesar Namgyel Wangchuck, who helped usher in democracy in the Buddhist nation, revealed his intention to marry 20-year-old student Jetsun Pema during an address to parliament.

"As king, it is now time for me to marry. After much thought I have decided that the wedding shall be later this year," he announced, according to a copy of the speech sent to AFP.

"While she is young, she is warm and kind in heart and character," he said of the future queen, who appeared in traditional Bhutanese dress in a joint picture released of the couple.

The announcement clears the way for another wedding in a year of royal nuptials that has already seen Britain's Prince William marry Kate Middleton in London in an event that captured the world's attention.

In July, Prince Albert II of Monaco is to wed his swimming champion fiancee Charlene Wittstock.

"There will be a celebration, but His Majesty has requested that the government not make big plans and big celebrations," Dorji Wangchuck, from the royal press office, told AFP by telephone from the capital Thimphu.

"It is because of the lack of resources (in Bhutan) and secondly to make the celebrations more intimate and personal," he said, adding that the wedding was scheduled for October.

The king has known Pema, a student from Thimphu, "for quite some time", he said, adding that she had already begun to accompany the monarch on trips around the country.

Educated in India and Britain, where she attended Regents College in central London, Pema likes fine arts, painting and basketball, according to the official biography released by the king's office.

Bhutan is one of the most remote and reclusive places on Earth, sandwiched between India and China.

It had no roads or currency until the 1960s, allowed television only in 1999 and continues to resist the temptation of allowing mass tourism -- preferring instead to allow access to only small organised groups of well-heeled visitors.

It is also famed for the invention of Gross National Happiness, which is used to measure the progress and well-being of its citizens instead of Gross Domestic Product (GDP) other countries use to measure wealth.

Wangchuck, who can take multiple wives under the Bhutanese legal system, is widely revered by his subjects.

"It required an awful amount of restraint in parliament not to explode into spontaneous joy," the leader of the opposition in parliament, Tshering Tobgay, told AFP after hearing the news.

"Everybody will be overjoyed and will feel like celebrating, but it's not our custom to go into the streets and make public our emotions. This is not Bhutanese."
Tobgay described the king's fiancee as "very approachable", "very friendly" and "beautiful".

The relationship "wasn't completely public, but it wasn't obviously hidden either", he said.

The king was crowned in 2008 following the abdication of his father, who began the process of introducing democracy to the staunchly traditional and insular nation in 2001.

Former king Jigme Singye Wangchuck stepped down saying he wanted the shift to democracy to be matched with a change of face in the white-walled royal palace that overlooks Thimphu.

In his first speech after his coronation, the current king pledged to shield Bhutan from the negative forces of globalisation.

"My deepest concern is that as the world changes we may lose these fundamental values on which we rest our character as a nation and people," he said at the time.

KANIMOZHI ARRESTED CNN IBN LIVE|KANIMOZHI ARRESTED LIVE NEWS|KANIMOZHI ARRESTED TODAY|KANIMOZHI ARRESTED LATEST|KANIMOZHI ARRESTED VIDEO|KANIMOZHI ARR

In another huge blow to the poll-hit DMK, party MP and scion Karunanidhi's daughter Kanimozhi was denied bail and arrested Friday afternoon on charges of taking bribe from 2G spectrum loot.

The special CBI court ordered her "forthwith" arrest and directed her to be present before it at 10 am tomorrow.

The Central Bureau of Investigation had chargesheeted her and Kalaignar TV managing director Sharad Kumar – also chargesheeted for the same offence – for their alleged involvement in the 2G spectrum scam.

Kumar was also denied bail and jailed along with Kanimozhi.

Kalaignar Tv is owned by the DMK.

Special CBI Judge O P Saini, exclusively trying the 2G spectrum case, pronounced his order on her bail plea, presented with that of Kalaignar TV Managing Director Sharad Kumar.

The court had earlier reserved its order on their bail pleas for May 14, but had further postponed it till today.

DMK MP Kanimozhi and Kalaignar TV managing director Sharad Kumar were on Friday arrested by the CBI after a Delhi court denied them bail in the 2G spectrum scam case.

Kanimozhi, a Rajya Sabha MP and daughter of former Tamil Nadu chief minister M. Karunanidhi, and Kumar had been chargesheeted by the CBI for allegedly conspiring with former telecom minister A. Raja in the 2G scam.

Both will be taken into judicial custody and sent to Tihar Jail, where Raja is lodged ever since his arrest.

Kanimozhi and Kumar had appeared in court in the morning and were told that the decision on their bail pleas would be made after 1 pm. The hearing was then adjourned till 2.30 pm.

Kanimozhi had also been charged under the Prevention of Corruption Act over Rs 200 crore allegedly routed to the DMK-owned Kalaignar TV from Shahid Usman Balwa's firm DB Realty.

Kanimozhi and Kumar hold 20 per cent stakes each in Kalaignar TV while Karunanidhi's wife Dayalu Ammal holds 60 per cent.

Kanimozhi's arrest is a big blow to the Karunanidhi family, which has been at the receiving end of the 2G spectrum scam probe. Their party, the DMK, was routed in the assembly elections in Tamil Nadu, with corruption being considered as one of the reasons for the defeat.

DMK MP Kanimozhi, who was named co-conspirator in the 2G scam case was arrested today. CBI special court heard her bail plea, which was subsequently rejected earlier this afternoon.

Kanimozhi and Kalaignar TV managing director Sharad Kumar will be taken into custody.

CBI has charged Karunanidhi's daughter with taking a bribe ofRs200 crore.

The rejection of Kanimozhi's bail plea comes close on the heels of a massive defeat suffered by her father's party DMK in Tamil Nadu assmebly polls.

A special Central Bureau of Investigation (CBI) court on Friday rejected the bail pleas of kanimozhi and Kalaignar TV chief Sharad Kumar, named as co-conspirators in the 2G spectrum scam. They are expected to be arrested soon.

Earlier in the day, special CBI judge O.P. Saini said that he would give the order after 1 pm.

CBI had named Kanimozhi, daughter of DMK chief M. Karunanidhi, and Sharad Kumar as co-conspirators in its April 25 supplementary chargesheet after it traced an illegal money trail of Rs.214 crore in the scam.

Kanimozhi, clad in an orange salwar-kurta, looked calm as she entered the Patiala House Court complex accompanied by her husband Aravindan.

After the judge said the order will take some time, Kanimozhi and Kumar looked relieved.

The 2G spectrum scam relates to irregularities in the allocation of airwaves to telecom companies that caused huge losses to the exchequer.

2G SPECTRUM SCAM|ENFORCEMENT DIRECTORATE| KALAIGNAR TV| KANIMOZHI| KANIMOZHI SUMMONS| SHARATH KUMAR

The Enforcement Directorate (ED) will issue fresh summons to DMK MP Kanimozhi and Kalaignar TV MD Sharath Kumar who appeared before the agency today to seek another date instead of May 13 in connection with the probe in the 2G spectrum allocation scam.

The Directorate, according to sources, would tentatively decide to issue the fresh summons for around May 20.

The 43-year-old daughter of Tamil Nadu Chief Minister M Karunanidhi accompanied by Kumar met the officials of the ED (Delhi zone) earlier today to explain their inability to appear on the scheduled date of May 13 owing to time constraints, as they are due to appear before Income Tax authorities in Chennai tomorrow.

The duo appeared before ED after obtaining the permission of the special CBI court trying the 2G spectrum case here. The court allowed them to skip the proceedings for two hours to approach the ED.

They spent about an hour at the ED which agreed to defer the date for their questioning.

Both the individuals, charged by CBI in the 2G spectrum scam in connection with the channelling of Rs. 200 crore to DMK family-run Kalaignar TV through a circuitous route, have a hearing on May 14 in the Supreme Court for pronouncement of their bail pleas.

The ED had summoned the duo for questioning about the transfer of the Rs. 200-crore sum to Kalaignar TV, in which both Kanimozhi and Kumar hold a 20 per cent stake each. Some other transactions are also under the scanner of the ED in the 2G scam.

The ED, according to sources, had asked the duo to provide documents related to their funding, income, properties and their personal investments to the Directorate which will soon begin attachment proceedings against other individuals and certain telecom firms involved in the case.

Besides the cases of Kanimozhi and Kumar, similar summons under the provisions of the anti-money laundering Act were issued to Swan Telecom promoter Shahid Usman Balwa's cousin Asif Balwa, Director of Kusegaon Fruits and Vegetables Pvt Ltd Rajeev Agarwal and Karim Murani of Cineyug Films (Pvt) Ltd.

The alleged Rs. 200 crore bribe that is linked to Kanimozhi and could force her into jail was the topic of discussion today as the young MP met income tax officials in Chennai.

Kanimozhi, whose father is the Chief Minister of Tamil Nadu, is accused of conspiring with former Telecom Minister A Raja, now in jail, of accepting a massive kickback via the TV channel she owns in the state.

Kanimozhi has been chargesheeted by the CBI and has applied for bail in the special Delhi court that's trying the 2G scam, described as India's largest swindle.

A decision on her bail application is expected on Saturday. Tomorrow, the results for the Tamil Nadu elections will be declared, and it will be known if the 2G scam that has shadowed the DMK party has turned voters against M Karunanidhi and his family.
Kanimozhi has argued via her lawyer in court that she was not an active manager of the financial affairs of Kalaignar TV, in which she owns 20% stake. Ram Jethmalani, who is representing her, said that she is being targeted because she is the Chief Minister's daughter, and that she should get bail because she is a woman.

She told NDTV in an interview last week that she is "prepared for the worst."

Tax officials say she could have deputed a representative for today's meeting, but she chose to attend the discussion herself.

A Raja, who is a senior DMK leader, allegedly gave spectrum and mobile network licenses at bizarrely low prices in 2008 when he was Telecom Minister to companies that are now being investigated for foreign exchange violations and money-laundering. A company that he favoured- Swan Telecom- has been accused of sending him Rs. 214 crore via Kalaignar TV.

Both Kanimozhi and Kalaignar's Sharath Kumar, the Managing Director, have denied that the money was a kickback from the 2G scam. They say it was part of an equity deal that fell apart; the money was returned with interest, they have claimed. However, the CBI which is investigating the 2G scam says the crore were sent back only after Mr Raja began being questioned about his alleged conspiracy.

Mr Kumar also met with income tax officials in Chennai today.

Kanimozhi, whose father M Karunanidhi heads the DMK party, still does not know if she will be arrested for allegedly accepting a 214-crore bribe that was a part of India's largest swindle, the 2G scam.

Kanimozhi had applied for bail earlier this month via her lawyer, Ram Jethmalani. But a special court in Delhi that's trying the 2G scam was meant to rule on her bail today but has postponed its decision to May 20. If it rules against her, she will be taken to Tihar Jail.

A Raja, a Dalit leader from her party, has been there since February, for allegedly conceiving and executing the 2G scam when he was Telecom Minister in 2008.

Kanimozhi was accompanied by her husband and a few MPs from her party.
Kanimzohi's corruption charges come in the midst of a weak political phase for the DMK. Yesterday, it posted one of its worst results ever in an election in Tamil Nadu. With its allies, it won barely 30 seats compared to its political rival, the AIADMK, which sailed home with nearly 200 seats, including some won by its partners.

Analysts said the vote against the DMK has been a vote against perceived corruption among the party and the government (Mr Karunanidhi was Chief Minister till he lost yesterday's Assembly elections).

Kanimozhi, a Rajya Sabha MP, owns Kalaignar TV, along with her stepmother Dayalu Ammal and Sharath Kumar, the Managing Director of the TV channel.

Mr Raja is accused of selling mobile network licenses and 2G spectrum at heavily discounted rates to companies that were not eligible to buy them. One of these firms, Swan Telecom, allegedly repaid Mr Raja with a cheque for 214 crores. Routed through a maze of companies to avoid detection, the cheque was deposited finally with Kalaignar TV. The CBI has rejected Kanimozhi's claims that the money was part of an investment deal that was sent back when the deal collapsed.

Mr Jethmalani had also argued that Kanimozhi was not an active decision-maker in the affairs of Kalaignar TV. Controversially, he passed the buck to Mr Raja and Mr Kumar, suggesting that they were responsible for the illicit money trail. The DMK clarified outside court that this was legal strategy, but political analysts declared that to save Kanimozhi, the party seemed okay with nailing Mr Raja.

The 2G scam has sent some of India's most high-profile telecom executives to jail for criminal conspiracy and cheating. Vinod Goenka and Shahid Balwa of Swan Telecom, Sanjay Chandra of Uninor Wireless and Gautam Doshi, Hari Nair and Surendra Pipara of Reliance Telecom have all been in Tihar Jail for nearly a month.

Two bureaucrats who were Mr Raja's close aides- RK Chandolia and Siddharth Behura - have also been arrested.

2G SCAM|RATAN TATA SONS' STATEMENT ON SHAHID BALWA'S ALLEGATIONS|2G SCAM TATA|RATAN TATA|SHAHID BALWA|TATA SONS

After Swan Telecom promoter Shahid Balwa today accused Central Bureau of Investigation (CBI) of going soft on Ratan Tata in connection with the 2G spectrum scam, a spokesperson from Tata Sons came out with a clarification refuting all allegations.

Balwa's lawyer Vijay Aggarwal had argued in court today that the CBI is biased towards Tata and has therefore targeted telecom companies selectively.

Here is the full statement issued by Tata Sons:

We are not aware of the contents of the letters produced in the court. It is a fact that Mr RN Tata was approached in 2008-2009 about a grant of Rs. 20 crore from Tata Trusts for the Perambalur Medical College Hospital. However, the material fact is that grant was ultimately not given since the Tamil Nadu Government was required to spend Rs. 82 cr initially, which it had not implemented.
In 2008, a request was received through Mr Sivasankar (Perambalur MLA) to partner the Government of Tamil Nadu in constructing a medical college and hospital in Perambalur which is a backward district with a predominantly scheduled caste and other backward class population. The letter also mentioned that several other industrial houses were also being requested to partner the State Government in its efforts. The request made to the Tatas was also in line with the announcement made by the Hon'ble Chief Minister of Tamil Nadu in the State Budget for 2008-2009 in this regard. The Trust had therefore only committed support to the Government of Tamil Nadu on that basis, provided actual work to be executed by the Government was in progress. Since this was not happening, not even a rupee was given to the project.

In fact, the only help extended by the Trusts to the state of medical facilities in Perambalur was in response to a grant request in July 2007 to support the cost of upgradation of the medical facilities in the Government Hospital in Perambalur together with some taluka hospitals. A grant of Rs. 8 crores was sanctioned against this request. Of this sanctioned amount, only a sum of Rs. 3.26 crores was released by the Trust and spent by the hospital, towards the cost of a CT Scan machine and allied medical equipment to augment its facilities to treat the rural poor. Additionally, the CT scan and allied equipment are in actual use for the poor patients. As is the practice, the Trust had the progress of the project reviewed by an external expert. The expert reported slow progress on account of lack of infrastructure and trained technical personnel, and hence no further amount was released. In summary, the Trusts have given Rs. 3.26 cr against actual equipment procured and installed.

The Tata Trusts have over the past several years provided financial assistance to many hospitals across the country to meet the cost of medical equipment. The driving principle of such grant making, sometimes in partnership with State Governments, is to ensure that poor people are able to access good quality health services. A condition of such grant support is that the recipient gurantee provide free medical services to the poor and disadvantaged sections of the community.

2G SPECTRUM SCAMJOINT PARLIAMENTARY COMMITTEE ON 2G|SOLI SORABJEE|2G SCAM|JOINT PARLIAMENTARY COMMITTEE EXAMINES NDA GOVT'S TELECOM POLICY

The Joint Parliamentary Committee on 2G spectrum scam today began examining the telecom policy pursued during the NDA rule as it sought to know the quantum of losses incurred during that period and decided to summon the then Attorney General Soli Sorabjee in this connection.

At its second meeting since being set up in February, the JPC headed by Congress leader P C Chacko went into matters related to the telecom policy, allocation of spectrum and its pricing between 1998 and 2008.

Telecom Secretary R Chandrashekhar, who appeared before the 30-member Committee, gave a detailed briefing on the issue tracing the history of the present telecom policy. Several members raised pointed questions on the changes in telecom policy in the NDA rule that allowed operators to migrate from fixed license fee regime to the revenue-sharing model.

Addressing a press conference after the meeting, Chacko said the Comptroller and Auditor General report of 2000 clearly stated that the change in policy had caused a "huge loss" to the exchequer. The CAG had then expressed its inability to quantify the losses and details of the license fees and concession offered to operators in the wake of migration policy were not available, he said.

"Since the figures are available now, the Committee has directed the Telecom Secretary to quantify the losses," Chacko said.

Noting that the Cabinet decision of July 6, 1999 to change the policy was based on the advise of the then Attorney General Soli Sorabjee, the Committee has decided to call him as a witness.

In reply to a question, Chacko said technically there was no bar on calling Committee members as witnesses. He was referring to BJP leaders Yashwant Sinha and Jaswant Singh, who are members of the JPC and were part of the NDA Cabinet in 1999 when the decision was taken. "So far we have not felt the need to call cabinet ministers," he said.

2G SCAM|SHAHID BALWA TARGETS RATAN TATA|RATAN TATA 2G SCAM ISSUE|RATAN TATA THE NEXT TARGET IN 2G SCAM

There is a new twist in the 2G spectrum scam case. Swan Telecom promoter Shahid Balwa, accused of being one of the main beneficiaries in the scam, has targeted Ratan Tata and the CBI for going soft on him.

Balwa's lawyer Vijay Aggarwal argued that the CBI is biased towards Tata and has therefore targeted telecom companies selectively.

To back his claim, Mr Aggarwal produced in court, several letters between Mr Tata and former Telecom Minister A Raja.

In one such letter dated September 10, 2009, Raja wrote to Tata, "It was requested that the cheque of the of the entire amount of Rs. 20 crore may be made 'as a special case' as an upfront payment in the name of the hospital authority...I request you to please look into the matter personally to see that the entire amount of Rs. 20 crore is released to the Government of Tamil Nadu at the earliest..."

In his reply, explaining the delay in sending funds Ratan Tata wrote on September 15, 2009: "I wish to inform you that we have never made a grant of this size to any external recipient in the Trust's history...The grant to the Perambalur Hospital was given as a very special case, after considerable deliberation amongst the Trustees, which include independent persons.

Balwa's charge is that there was a quid pro quo between Tata and Raja on spectrum allocation. Yet the CBI has not even investigated Tata, and are only going after companies like his.

Reacting to the allegations, Tata Sons in a statement have said, "We are not aware of the contents of the letters produced in the court. It is a fact that Mr RN Tata was approached in 2008-2009 about a grant of Rs. 20 crore from Tata Trusts for the Perambalur Medical College Hospital, but that grant was ultimately not given."

Swan Telecom is one of the beneficiaries of the 2G scam and is alleged to be a front company for Anil Ambani owned Reliance Communications. Shahid Balwa is already in custody in connection with the case. He was arrested by the CBI on February 8.

In 2008, when he was Telecom Minister, A Raja gave away valuable spectrum at throwaway prices to companies including Balwa's Swan Telecom. Balwa allegedly repaid Raja Rs. 214 crore. Investigators believe the bribe was paid via a Mumbai company named Cineyug Films to Kalaignar TV.

The spectrum allocation case led to the resignation of Telecom Minister A Raja. He was later arrested and is still in custody.

IQBAL KASKAR WAS NOT PRESENT AT FIRING SPOT|MUMBAI POLICE IQBAL KASKAR DEATH| IQBAL KASKAR WAS NOT THE TARGET| IQBAL KASKAR TERRORIST

Was Iqbal Kaskar the target of Tuesday night's firing in Mumbai? Is it the return of the infamous gang wars in Mumbai? Not so, if the Mumbai Police is to be believed which claims that it wasn't Kaskar but his driver-cum-boduguard, Arif, who was the target of the shootout because of a personal dispute. Arif had succumbed to his injuries after he was shot last night.

The police, in fact, claim that Kaskar, the brother of fugitive don Dawood Ibrahim, was not even present when gunmen opened fire near a south Mumbai area that killed his driver.

"When the firing incident took place, Iqbal Kaskar was not present at the spot", Deputy Commissioner of Police (Operations) Rajkumat Vatkar said.

According to the police, the assailants walked towards the bodyguard and just before opening fire, asked him, "How are you?"

But, highly-placed sources have told NDTV that Kaskar was indeed the target of the shootout and that noted underworld don and rival gangster Chhota Rajan was behind the attack.

The sources add that the conspiracy against Kaskar was hatched in Nepal from where one of the arrested gunmen, Ibra Bahadur Khatri, hails from.

The other accused, 29-year-old Syed Ali, is a resident of Mumbra in the city.

According to the sources, the ammunition used in the firing is similar to what the the Chhota Rajan gang has used in the past.

But, sources in the Mumbai Police, have ruled out the resurgence of gang wars, dismissing the south Mumbai shootout as a one-off incident.

AISHWARYA RAI COMPLETES 10 YEARS AT CANNES|AISHWARYA AND OTHER SUPER STARS AT CANNES FILM FESTIVAL|SONAM KAPOOR SCORES PERFECT 10 AT CANNES|AISHWARYA

Aishwarya Rai started off badly, picked it up in the middle and now after ten long years, just looks too damn tired to care. Well, she was the first one who put the till date often mispronounced Cannes film festival on the Indian media map. Her wardrobe disasters, practiced poses, perfect bytes on the Cannes red carpet all compose a big section of her career and celebrity.

Ten years on, Aishwarya Rai still has it in her to keep everyone enthralled. We look back at the long red carpet journey and charts the growth of an international brand and a struggling fashionista.

When in 2002 she was first invited to the Cannes for her movie Devdas, she had reasons to be excused for her dreadful heavily embroidered sari and the over dramatic gold necklace. It was her first time representing the country at such a platform and one could only wish back then that her looks will improve.

In 2003, she wore a hideous green sari by designer Neeta Lulla, gold jewellery and upswept hair is her biggest is her biggest fashion letdown at Cannes til date.

In 2004, the ghastly white gown by her then favourite designer Neeta Lulla didn't impress either.

It was after all, for the first time, we were seeing one of our own being dressed by big international names in the best of their couture. Finally, she managed to appear on the trendiest celebs at the Cannes in 2005 when her floral gown was a refreshing change from her predictable over the top heavily embellished outfits.

The body hugging navy blue gown by Elie Saab in 2006, where her makeup got better, she got rid of the upswept hair and ditched saris for gowns.

In 2007, marriage seemed to work rather well for her on the red carpet as some of her best Cannes sightings were alongside hubby Abhishek. Even with all her faults, there is something about her that makes her a red carpet darling.

The fuschia gown in 2008 by designer Roberto Cavalli worked well for her along with her hubby by her side.

Over the years, it's been a good sign to see the heavy gold jewellery replaced by elegant diamond pieces and the blingy tasteless gowns to be swapped with classier ensembles but Ash plainly looking flawless for once has often eluded the diva.

In 2010, she was back to her disappointing self in a shimmery Armani gown with her hair tied up, looking all too fierce for the day.

In 2011 she is wearing a stunning Armani Prive dress. It was not so much the gown that didn't work, but more her unforgivable flab, predictable hair-do, flaky make-up and mismatched accessories that have failed her.

INDIAN EVMS GET MANDATE ABROAD|INDIAN ELECTRONIC VOTING MACHINE| INDIAN ELECTRONIC VOTING MACHINE ORDERED FROM NAMIBIA SOUTH AFRICA|INDIAN ELECTRONIC

After revolutionising the electoral system of the world's largest democracy, India's electronic voting machines are set to do the same abroad.

The country has got its first firm order to export these machines to Namibia, while it is in talks with others, including Egypt and Saarc nations.

The EVMs were designed by the Election Commission of India in collaboration with two public sector undertakings -- Bharat Electronics, Bengaluru, and Electronic Corporation of India, Hyderabad -- which manufacture and sell them.

We have plans to sell customised EVMs to the election commissions of foreign nations. Right now, we have got a firm order from Namibia to export 1,700 machines worth $1.05 million.

"Talks are also going on with countries including Sri Lanka, Mauritius, Philippines, New Guinea, Malaysia and Nepal," said a top official from BEL.

However, he said there was no plan to share the technology with them.

During his recent visit to Egypt, India's Chief Election Commissioner S Y Quraishi had promised to lend EVMs to that country's electoral system in the post-Mubarak era.
Also, there were reports that the country was in discussions with Pakistan for exporting them.

"Since 1989-90, BEL has produced and sold around 900,000 EVMs.

Investment made in the manufacturing facility amounts to Rs 28.50 crore (Rs 285 million).

"The total turnover from this project is around Rs 870 crore (Rs 8.7 billion)," said H V Keshava Murthy, additional general manager of Corporate Communication, BEL.

Ashok Kumar, an official who is in charge of EVMs in ECIL, said his company too had manufactured the same number of EVMs.

Asked whether there was any plan to upgrade the machines, Murthy said, "EVM is a product specifically designed to suit the qualitative requirements of the customer, ECI. Upgrade work is undertaken up by BEL based on ECI instructions.

The latest upgrade was introduced in 2006-07.

EVMs manufactured in 1989-90 were used on experimental basis for the first time in 16 Assembly constituencies in the states of Madhya Pradesh and Rajasthan and National Capital Territory of Delhi in November 1998.

Direct-recording EVMs are used in India and Brazil. Such machines collect and tabulate votes in a single machine.

Countries like Venezuela and the United States use them partially, while they were decommissioned by Netherlands following public concerns.

Though in majority of the countries ballot papers are still used, some like the United Kingdom, Estonia, Canada and Switzerland use advanced technologies like Internet voting systems.

In India, there have been allegations regarding the authenticity of the machines.

Hari Prasad, a leading electronic security expert from Hyderabad, along with a computer scientist at the University of Michigan and a Dutch technology activist, had presented a paper in April 2010 alleging EVMs could be tampered with.
Prasad was later arrested in connection with the theft of an EVM.

7 WAYS TO MAKE THE FIRST MOVE|THE FIRST MOVE BY A WOMEN|HOW TO DO THE RIGHT THING TO GET TO A WOMEN|WAYS TO GET TO A WOMEN

It is about time she made the first move for a change. Whoever she is, make her beg. Then maybe you can give her a bone.

The fit girl in the gym
Stop trying to lift the stack to impress her. If you pump weights so hard that your eyes pop out of your head, she'll see your sex face and run scared. Instead, take the treadmill next to hers, shoot her a few sideways glances and after a while, suggest becoming running mates. Arranging an early-morning jog gives her the perfect excuse to call you late at night. Next stop: horizontal jogging.

Your still-sexy ex-girlfriend
Tease her snatch reflex. In a regretful tone, say, "The problem is I can't imagine finding anyone who compares to you." Then wrong-foot her cynicism by subtly telling her about another girl who's trying to push you into a relationship. She'll rush in to take back what she thinks is rightfully hers before the 'other' girl gets her wicked way.

The friend-of-a-friend
Girls love being matchmakers for friends. The trick is to motivate your go-between. Tell her you fancy this girl, and you love women who aren't afraid to take the lead. The matchmaker will pass it on and tell the girl to call you. Kiss-chase is bound to ensue.

Your flirtatious friend
You've been 'just good friends' for ages. It's time to stop exchanging flirty banter and start exchanging bodily fluids. Move out of the friend zone by looking into her eyes when you laugh. Make her empowered by confessing you're too shy to ask a woman out. Then mention a film you'd love to see, and trail off. It will seem natural for her to say, "We should go together." Bingo

The beauty at the bar
Start with eye contact-lots of it. Then go up and start a conversation. At the end of the night, start to say one last thing, then pause and look at her expectantly, gently touching her waist. It's the ultimate signal that you want her to say something, so instinctively she'll ask to meet up again.

Your cute colleague
Establish e-flirtation, so you're in a habit of swapping smart oneliners. After some weeks, when you moan about a hangover, her nursing instinct will make her suggest a greasy meal together. Or maybe a hair of the dog-when you can share your next hangover.

A supermarket seductress
Chat with her at the checkout about the pain of queuing. The best time would be the evening when single girls will be picking up dinner. Or the weekend when she's stocking up on groceries. As you help her with her bags, she can suggest buying you a drink to say thanks.

SONAM KAPOOR'S FAUX PAS AT CANNES 2011|SONAM KAPOOR CANNES|SONAM KAPOOR FALSE PAS CANNES 2011| SONAM KAPOOR IN BLACK DRESS CANNES 2011

Sonam Kapoor may have hit the right notes at her debut appearance in Cannes 2011, but what we can't let go of is the fact that she also had her first faux pas at an international event! Sonam, who is staying at Hotel Martinez at Cannes wore this Vivienne Westwood blue gown and sadly, the sleeve slipped. Oops!

Sonam, who has been a L'Oreal ambassador for three years now has joined Indian beauties Aishwarya Rai Bachchan and Freida Pinto at Cannes this year. While she has become a photographer's delight, her fashion mistake can't be ignored.

Sonam has also been overdoing her stint in the colours white and black. Her look in the Chopard party at Cannes, where she wore The Row and carried a Lieber clutch with Ferragamo shoes along with emeralds from Chopard, also made a not-so-great show. Definitely not colourful enough for a young actress like her.

While she may be the most fashionably gorgeous actors of our time, a faux pas cannot be forgiven, not at Cannes anyway! The slip-of-the-sleeve to reveal an oomphy cleavage might be eye tonic for her fans but in the world of International fashion, it is an oops moment! Thankfully, Sonam looked like she didn't care and managed it pretty well.

7 TIPS TO SEDUCE WOMEN IN BED|HOW TO SEDUCE WOMEN|HOW TO GET TO A WOMEN|HOW TO GET LAID|HOW TO HAVE FUN WITH A WOMEN|HOW TO APPROACH A WOMEN|HOW TO ATTRACT A WOMEN

Here are a few simple tips to make your seduction process a little easy and interesting at the same time:

Compliment her
Firstly, approach a woman that you are interested in. Start off by saying 'you have a wonderful smile' and smile. So, if she smiles back, bingo! You can continue talking to her.

Eye contact
The key to seducing is eye contact. Looking into a woman's eyes has a very powerful effect on her. However, do not over do it by staring at her. When she is talking to you, make sure you maintain a steady eye contact.

Put her at ease
It is very important that you make her feel very comfortable and relaxed. Make her laugh or just keep her interested by asking a few interesting questions. Make sure that the two of you are very relaxed. You can either be spontaneous with your conversation, or be a little prepared before hand so that you won't have any awkward moments.

Body language
Pay attention to her body language. Through a woman's body language, it is very easy to know if a woman is interested in you or not. So, make sure you watch carefully her body language. If she folds her arms across her chest, it could possibly mean that she might either not be interested in you, or is simply disagreeing with you. Stick to having a simple conversation. Remember, it is all about her and not about you. So, lock your tongue for a while and listen to her.

Please her
One simple tip to seduce women into bed is flattery. Women find it very flattering when a man specifically goes out of his way to plan for a romantic evening. So, make sure you plan a very romantic date for the two of you. Put up flowers, candles and wine. She will love it.

Make short talk
Right after you finish eating your dinner, linger around a little. Resist your urge to jump right into bed. Work her up, talk to her and give her sweet compliments. Whisper sweet-nothings into her ear. It will surely work as a charm on her.

Soothing gesture
Gently and smoothly rub your fingers down her neck and behind the ear. It will help in creating the tension. Gently kiss her. And, never ask her first. It is important that you show her that you are just not scared.

Harness your voice
First, try 'diaphragmatic breathing'-from your stomach rather than your chest-and speaking only on the exhale to enhance the power of your voice. Secondly, add 'melodic fi ne-tuning' to your speech by splitting your phrases into three parts: Beginning (normal pitch), middle (slight dip) and end (allow it to rise slightly higher that usual) to create subtle intonation. Combine the two methods and she'll be drawn instinctively to your conversation-and you.

Coordinate your entrance
Try building a 'muscle memory' of movement to improve coordination. Before your date, visualise maintaining coordination throughout your arrival-from your approach to your greeting. By working on the synchronisation between body and mind, you'll have a natural advantage.

Dominate from a distance
Active stillness' is the best way to attain presence. To a woman's sexual radar, overt displays of masculinity are merely a bluff of power. When you spot a good-looking woman, rock forward onto the balls of your feet, relax your muscles and let your body settle into confi dent stillness. Look in her direction and imagine 'sending' every exhale you make to her.

Balance your fertility
Tap into her 'symmetry radar' to gain the edge. Women have developed razor-sharp instincts to detect a man's physical symmetry and assess his virility. Give the illusion of proportion with symmetrical pockets and ensure your facial hair is tidy. Finally, balance your jewellery. Wearing a ring on one hand, can destroy symmetry.

Set the tone
Confi dence and "social energy" are common among those with high EC. So wear colours that strike the right note of self-assurance. Yellows and oranges convey strength while blue implies confidence. Incorporate them into details rather than as block colours. Invest in your wardrobe now, so you can cash in on your Erotic Capital, for a considerable profit later.

REASONS WHY MEN LIE TO WOMEN|MEN ARE LIARS|WHY WOMEN LIE TO MEN

Trust is one important thing to build when you are in a relationship. Women thinks that in a relationship, the person who has a big chance to lie is man. Do you know why? Well, let's find out why men lie to women.

Some men see it as a normal thing to do
Well, sometimes they don't see anything wrong with lying. This means that some guys are just liars and that's what they do best. Evidently, these men don't see how a lack of trust will undermine any relationship. But since they've never examined the issue, they will continue to lie because it has helped them achieve their short-term objectives in the past.

They think that the contents of lying is unimportant stuff
Maybe for them it is just for fun and say something that isn't totally true because it is not very important to them. They think that nothing bad will happen if they do it. It's part of the freedom of doing and saying whatever they want, whenever they want.

Men would choose to lie because women would not understand
This is probably the biggest reason why men lie. They have a fear that by telling the truth the woman will evaluate solely from her point-of-view and not consider his side of the story. Rather than deal with this situation, a guy will often tell what he sees as a "little white lie" in order to avoid setting off a chain-reaction of other unwanted emotions in the woman. However, this also becomes a convenient "excuse" for men that justifies their negative actions and minimizes the "wrong" of lying.

A thought that women can't face the truth
Well, before they lie, they may have a conviction that the woman cannot manage her upsets. If he lives with that woman, then it makes life at home totally miserable. If therelationship is already unstable, this added upset may lead to complete chaos.

By lying, things will go on
They tend to lie to avoid confrontation because some men think that maybe things will change in the future and this will all become a non-issue to the woman. In addition, lying is a selfish way to protecting the liar without considering the other person's best interests.

The truth is out of expectation
In the effort to impress a woman and show a proud front, a man will often exaggerate, distort, or delete certain truths. That's because the truth about them may not be good enough in the man's opinion to hold the attention of the woman in a competitive dating world. Lying destroys trust in a relationship and it could be the first reason to destroy a relationship. Both of you should put trust as a foundation of the relation.

WAZHUL KAMAR KHAN ACCUSED IN THE 2003 MULUND BLASTS|MOST WANTED LIST INDIAN BLOOPER |'FUGITIVE' LIVES IN THANE

he government has ordered an inquiry into how one of India's most wanted, whose name appeared on a list handed over to Pakistan recently, wound up in Mumbai's Thane district, living comfortably with his family.

Wazhul Kamar Khan, an accused in the 2003 Mulund blasts, has been living in Thane's Waghle Estate with his mother, wife and children, after he was let out on bail, sources said. He was also involved in the 2003 Vile-Parle and Ghatkopar blasts, besides the 2002 Mumbai Central station blasts.

Official sources said the inquiry will cover the whole process of preparing the list of 50 most-wanted fugitives at different stages and pin-point the officials responsible for including Wazhul's name.

"That list was prepared a month ago. Don't know if he is the same person...there could be two persons with the same name. It could be an error of judgement. I also read in the newspaper about this...will check what happened," said Home Minister P Chidambaram after the Mumbai police blamed the Home Ministry for not checking.

Sources say after Khan's arrest in 2010, the Mumbai Crime Branch failed to inform the CBI. Even today, Khan is shown as a 'wanted' man on the CBI website with a red corner notice against him.

The latest list, prepared by India after Osama's killing, was not updated and still shows Khan as one of India's most-wanted fugitives, sources add.

Khan's name is at number 41 in the list of 50 fugitives. The list includes Lashkar-e-Taiba founder Hafiz Saeed and dreaded terrorist Zaki-ur-Rehman Lakhvi besides others.

The list was prepared in consultation with Maharashtra Police, National Investigation Agency and Central Bureau of Investigation.

YEDDYURAPPA KARNTAKA|YEDDYURAPPA PARADE|YEDDYURAPPA MLA|'101% CONFIDENT' YEDDYURAPPA SET TO PARADE MLAS

Karnataka Chief Minister BS Yeddyurappa is in Delhi and will parade his MLAs before the President today to prove that he has the numbers in the Assembly. Ahead of that meeting, Mr Yeddyurappa said, "We are 101 percent confident of a majority and staking claim to form government."

His party, the BJP, has kept up the pressure it has built over the last two days on Karnataka Governor HR Bhardwaj, with top leaders leaving no stone unturned to ensure that its only government in the South is saved.

Mr Bhardwaj had sent a report over the weekend reportedly recommending President's Rule in the state. The Centre, sources say, is inclined to reject Mr Bhardwaj's report. The BJP is demanding the removal of Governor HR Bhardwaj

First on Mr Yeddyurappa's agenda on Tuesday was a visit, he said, to party patriarch LK Advani's house "to take his blessings... Evening we will go and meet honorable President of India," he said. Mr Yeddyurappa arrived in Delhi late last night and met BJP president Nitin Gadkari and other senior party leaders.

Today, Mr Gadkari said his party's government had the support of 121 MLAs and so was not a minority government in Karnataka. "The Governor recommending President's rule is unconstitutional...We will win this fight in Karnataka, majority is with us," he said, adding that the, "Governor's office is being misused."

The BJP president also took a jibe at Mr Bhardwaj when he said, "Instead of Governor, he should work as special invitee of the AICC. He should come here and work for the party."
On Monday, leaders of the BJP-led NDA met the Prime Minister and, led by senior BJP leader Lal Krishna Advani, demanded an immediate recall of the Governor. Mr. Advani also said the Governor's action was unconstitutional and should not be acted upon.

"Despite the fact that the Chief Minister said he wanted to convene the Assembly, the Governor did not. If the Chief Minister wants to convene the House, it cannot be denied," said Mr Advani. He also called the Supreme Court judgement a 'blessing in disguise' since the BJP now had a clearer majority in the 225-member Karnataka Assembly.

Mr. Advani also told reporters that, "The Prime Minister assured us that nothing unconstitutional will be done in Karnataka."

The Karnataka Assembly has 225 seats; without the 11 BJP 'rebel' MLAs, Mr Yeddyurappa will have 109 supporters, which is short of the half-way mark of 117. So their support is crucial for his government.

RAJINIKANTH TREATMENT|RAJINIKANTH SUFFERING FROM LUNG, LIVER AILMENT CLAIMS BROTHER| RAJINIKANTH VISITED BY NARENDRA MODI| RAJINIKANTH VISITED BY CHANDRA BABU NAIDU| RAJINIKANTH THUGLAK

Rajinikanth's frequent hospital visits lately have fuelled many rumours about the superstar's health. His much awaited film Rana is being shelved for the moment.

A family source of the actor said he was not expected to shoot for the film. Soundarya Rajinikanth, the star's daughter, who is also the producer of the film, said, "Our top priority is my father's health.

We are not even thinking of the film at this moment. We can reschedule plans once he recovers completely."

Deepika Padukone plays the female lead opposite Rajinikanth in a period film which would be shot in Tamil and Hindi simultaneously.

Director K S Ravikumar is understood to be depressed by the developments and remained unavailable for comment.

Rajinikanth was taken to Isabella Hospital in Chennai on April 29 which is the same day the film went on floor after he complained of exhaustion and vomiting.

He was discharged after being hospitalised for about 10 days, but was again admitted to Ramachandra Medical Centre on May 14.

Satyanarayana Rao Gaikwad, the actor's elder brother, had maintained that Rajini was admitted as a result of a strict diet regime in order to slim down, which caused minor complications.

In addition, rumours were rife that the super star was suffering from withdrawal symptoms, after giving up alcohol, coupled with drastic weight loss and change in diet.

However, Gaikwad told MiD DAY yesterday that his brother was suffering from a lung infection and liver related problems.

"As you know, Rajini was a chain smoker and had a drinking habit. The doctors have identified some problems in his lungs and liver," he said.

Gaikwad said that doctors have advised total bed rest and it would be at least six months before Rajinikanth would be in a condition to commence shooting. "There were suggestions that he should be taken to the US and we are considering it," he added.

But he refuted the rumours about cancer and liver sclerosis. "I don't think the condition is so serious. Instead of speculating about his health, let us pray for his speedy recovery," he concluded.

In a bulletin released yesterday, Ramachandra Medical Centre said that the superstar had been admitted for recurrent respiratory infection and gastro intestinal problems. Rajinikanth had been advised complete rest by the team of doctors attending to him.

"He is cheerful and is being treated in the private ward. His vital parameters are normal, but he has been advised to restrict contact with visitors to avoid infections," said Nallamuttu, public relations officer of the hospital.

While Rajinikanth congratulated Jayalalithaa for her stupendous victory in the Tamil Nadu state elections, the new CM tweeted, "The swearing in ceremony was nice. I wish Rajinikanth's speedy recovery. I want to visit him in the hospital."

His daughter, Aishwarya said, "Dad is happy for Jayalalithaa and that's why he sent us to convey her best wishes. She added, "He is fine. Don't believe rumours."

Gujarat Chief Minister Narendra Modi and Former Andhra Pradesh Chief Minister N Chandrababu Naidu, who were in Chennai for Jayalalithaa's swearing in ceremony, visited the actor in hospital.
